Energy Conservation Assistance Program
The Energy Conservation Assistance Program (ECAP) offers free assessments, coaching and energy saving upgrades for income-qualified households. It is delivered by BC Hydro and FortisBC, with funding support from the Province of B.C. and the Government of Canada.
How ECAP works
Energy Conservation Assistance Program upgrades are free. The final decision on products and contractors is made by a program representative who visits your home. If you would prefer to choose your own upgrades, products or contractors, check out the Energy Savings Program (ESP) rebates.

General ECAP requirements
- Your home must be a year-round primary residence and be at least 12 months old
- Your home must be ground-oriented
- A member of your household must have residential electricity accounts with BC Hydro, FortisBC or a municipal utility
- Utility accounts in the name of a strata corporation or landlord are not eligible
- If you currently rent your home, you will need to include a landlord consent form with your application
