Comox Valley Regional District Electrical Service Upgrade Top-Up

The Comox Valley Regional District is offering a $500 top-up to CleanBC Better Homes and Home Renovation Rebate Program participants for upgrading your electrical service to 100, 200 or 400 amp service and switching from a fossil fuel (oil, natural gas, or propane) space or water heating system to an electric air source heat pump or heat pump water heater. This municipal offer is in addition to the heat pump and electric service upgrade rebates currently available through the CleanBC Better Homes and Home Renovation Rebate Program.

You must be a resident within the boundaries of the Comox Valley Regional District in Electoral Area A (Baynes Sound – Denman Island/Hornby islands), Electoral Area B (Lazo North), and Electoral Area C (Puntledge – Black Creek)
Deadline:
The application must be submitted within 6 months of the invoice date of the heat pump installation
Qualifying products:
You must convert your primary heating system from fossil fuel (oil, natural gas, propane) to an electric air-source heat pump or heat pump water heater
You must fulfill the eligibility requirements of:
- ductless mini-split heat pump rebate
- ductless multi-split heat pump rebate
- central ducted heat pump rebate
- dual fuel central ducted heat pump rebate
- air-to-water heat pump rebate
- combination space and water heat pump rebate

Requirements for the home
- You must have a residential utility account with FortisBC, BC Hydro, or a municipal utility.
- You must live in an eligible home.
- You must be a resident within the boundaries of the Comox Valley Regional District in Electoral Area A (Baynes Sound – Denman Island/Hornby islands), Electoral Area B (Lazo North), and Electoral Area C (Puntledge – Black Creek).
- The home must be a year-round primary residence that is at least 12 months old.
Requirements for the installation
All new equipment must be installed:
- Your upgrades must be completed on or after July 01, 2024.
- You must convert your primary heating system from fossil fuel (oil, natural gas, propane) to an electric air-source heat pump or heat pump water heater.
- You must fulfill the eligibility requirements of the electrical service upgrade rebate: 100, 200, or 400 amps
- You must fulfill the eligibility requirements of:
Deadlines
For installations completed by April 11, 2025:
- Invoice must be dated on or before April 11, 2025
- Submit your rebate application by: August 31, 2025
For quotes received by April 11, 2025:
- A quote or estimate dated on or before April 11, 2025 (must be included with your rebate application)
- Work completed and an invoice dated on or before May 23, 2025
- Submit your rebate application by: August 31, 2025

- Once your upgrades are installed, complete the online application and upload all supporting documentation including copies of all receipts and invoices. See sample invoices.
