The City of Kamloops Step Code Incentive Program aims to promote the adoption of the BC Energy Step Code for local home builders. The program offers a rebate of up to $3,000 based on what Step is achieved.

Rebates are determined based on the Step that is achieved according to the as-built form that the Energy Advisor completes.

Eligibility Requirements

  • Must be constructed within City of Kamloops municipal boundaries
  • Project must be less than three storeys and 600m2
  • The Energy Advisor must have an active business licence in the City of Kamloops

How to Apply

  1. Complete the Program’s orientation and registration. Builders must register for the program before applying for a building permit. The permitting process requires additional documentation when participating in the program.
  2. Submit a building permit application. The following additional Step Code documents must also be submitted with the building permit application:
    • Step Code Pre-Construction Report
    • printout of complete HOT2000 Model Full Report
    • proof of Energy Advisor City of Kamloops business licence
    • proof of Energy Advisor errors and omissions insurance ($1 million) and general liability insurance ($2 million)
  3. Submit Final Documentation.  The following additional Step Code documents must be submitted with the final documentation:
    • as-built form, indicating Step Code level achieved (minimum Step 1)
    • PDF of energy label
    • printout of complete HOT2000 Model Full Report

Other

  • The City reserves the right to limit rebates to builders based on program participation and demand
  • Rebate payment is triggered when applicants have submitted required paperwork and are issued the final occupancy permit
  • Please allow 20 business days for payment to be processed
  • Program participants must register separately for each project
  • If an EnerGuide label is not available, provide a comparable energy label to meet compliance requirements 
  • The program launched October 1st, 2019
