City of Duncan Electrical Service Upgrade Top-Up

The City of Duncan is offering a $500 top-up to CleanBC Better Homes and Home Renovation Rebate Program participants for upgrading your electrical service to 100, 200 or 400 amp service and switching from a fossil fuel (oil, natural gas, or propane) space or water heating system to an electric air-source heat-pump or heat pump water heater. This municipal offer is in addition to the heat pump and electric service upgrade rebates currently available through the CleanBC Better Homes and Home Renovation Rebate Program.

Who Can Apply:

You must be a resident within the municipal boundaries of the City of Duncan

Deadline:

The application must be submitted within 6 months of the invoice date of the heat pump installation.

Qualifying Products:

You must convert your primary heating system from fossil fuel (oil, natural gas, propane) to an electric air-source heat pump or heat pump water heater.

You must fulfill the eligibility requirements of:

ductless mini-split heat pump rebate
ductless multi-split heat pump
central ducted heat pump rebate
dual fuel central ducted heat pump
air-to-water heat pump rebate
combination space and water heat pump rebate

You must upgrade your electrical service to:

100, 200, or 400 amps

Important: Municipal top-up rebates are limited, subject to funding availability, and approved on a first-come, first-served basis. Due to program volumes, we cannot guarantee municipal top-ups will be available to homeowners.

Eligibility Requirements

In order to qualify for this rebate, all of the following requirements must be met. Please read them carefully. Contact an Energy Coach if you have questions.and upgrade your electrical service to 100, 200, or 400 amps.

Requirements for the home

  • You must have a residential utility account with FortisBC, BC Hydro, or a municipal utility.
  • You must live in an eligible home.
  • You must be a resident of the City of Duncan.
  • The home must be a year-round primary residence that is at least 12 months old.

How to Apply

Before you begin

  1. Carefully read the Program Requirements and Additional Terms and Conditions to confirm your eligibility.
  2. Have an eligible heat pump installed. See the ductless mini-split heat pump rebatecentral ducted heat pump rebateair-to-water heat pump rebate, or combination space and water heat pump rebate pages for eligibility requirements.
  3. Once your upgrades are installed, complete the online application and upload all supporting documentation including copies of all receipts and invoices. See sample invoices.

Program Updates

As of October 01 2022, eligibility requirements for ductless mini-split, ductless multi-split, Tier 2 central ducted, and dual fuel ducted heat pumps have changed.

  • Heat pumps must meet new energy efficiency requirements:
    • SEER: >16.00
    • HSPF: >10.00
  • Ductless mini-split heat pumps must be installed in a home that is 1,200 sq ft or less
  • Ductless multi-split heat pumps must have at least two indoor heads installed

As of July 1, 2022, you need to hire a Home Performance Contractor Network (HPCN) member for your heat pump installation to be eligible for heat pump rebates.  If your installation invoice is dated before July 1, 2022, this requirement does not apply.  It identify contractors in your region, use the Find a contractor tool.
